<p>3/4 cup rolled oats</p>
<p>1/2 cup brown rice bread crumbs or panko</p>
<p>1 onion finely diced</p>
<p>2 garlic cloves diced</p>
<p>1/2 can of black beans drained</p>
<p>1 can of tomato paste, save half for the topping</p>
<p>1/2 bunch of cilatro chopped</p>
<p>1 egg or equivalent egg beaters</p>
<p>1 green pepper finely diced</p>
<p>1 red pepper finely diced</p>
<p>1/2 can of green chilies</p>
<p>1 tsp cumin</p>
<p>1 tsp chili powder</p>
<p>1 tsp red pepper flakes</p>
<p>salt and pepper</p>
<p>pre heat oven to 375. Combine all the ingredients in a bowl, and place in a prepared baking dish. Mold into a meatloaf. Taling rhe left over paste&#8230;place in small bowl and add 2 tbspn of water and 4 dashes of hot sauce. Mix well and then spread on the top of the meatloaf. Bake for45- 55min. Serve with chopped scallions and a littel dollup of reduced fat sour cream.</p>

			<content:encoded><![CDATA[<p id="__mce">A favorite of mine, that is both sweet and spicy! <img src='http://passionforthekitchen.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' />   Pre heat oven 375 Use  5-6 large <a class="zem_slink" title="Cubanelle" rel="wikipedia" href="http://en.wikipedia.org/wiki/Cubanelle">Cubanelle</a> peppers and throw them in pan with olive oil on high heat and sear all over. Set aside to cool off&#8230;..<a href="http://darkice.com/passionforthekitchen/wp-content/uploads/2010/12/photo17.jpg"><img class="aligncenter size-medium wp-image-1973" title="Searing the peppers" src="http://darkice.com/passionforthekitchen/wp-content/uploads/2010/12/photo17.jpg?w=225" alt="" width="225" height="300" /></a>Chop up one onion , 4 garlic cloves and olive oil&#8230;Cook 4 min. Add in ground chicken, cook until almost cooked thru. Add in 1 cup brown rice, 1/2 black beans, and 1 can of Rotelle tomatos. Heat thru and set aside. Cut thu peppers on one side and clean out the seeds. Spread 1-2 tbsp of low fat &#8211; fat free cream cheese. Stuff the stuffing in <img src='http://passionforthekitchen.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' />  Place in baking dish. Top with reduced fat cheddar cheese. Bake for 20 min. Top with low fat sour cream and enjoy! I think I might use the leftover stuffing to make burritos another nite this week.</p>
